Okay well basically the tributes/victors of the 3rd Quarter Quell/75th Hunger Games think that Katniss is 'pure' and you can easily get under her skin and stuff like that. So during the training for the Quarter Quell everyone was just teasing her, like Chaff just came up to her randomly and kissed her, Finnick offered her sugar cubes and asked to be friends so they can know all of each others 'secrets', and of course, Johanna being Johanna.....she was oiling her breasts and had no clothes on her except for slippers O_O
