At first I thought that this was the Victory tour scene from d11 but I saw other pictures of the D11 scene so maybe this is reaping scene? Since this was taken place at the same place the reaping was in the first one? And maybe you see Katniss and Peeta standing up there because theres only three people that can get picked from d12..and they are two of those three? Or maybe their names were already called so they stood at a different place than the first one? I don't know...
